in the following section, we’ll begin to define the concept of gvcs. at their core, they consist of multiple steps, each of which can be defined in terms of inputs, processes, outputs, material flows, agents, and facilities. in subsequent chapters, we’ll examine each of these. the first section, however, would allow us to begin to develop a frame of reference for understanding the connections between gvcs and worker exploitation.
it’s no secret that capital flows and geographic location have always been associated with the ability to exploit labor and develop externalities. thomas piketty and gabriel zucman have identified two separate modes of accumulation in the wealthy countries of the west — one that focuses on the returns to ownership, and the other that emphasizes the capital invested into other countries. historically, these two forms of capital accumulation have existed in parallel. the former, focused on direct investment, has been the norm throughout the developed world in the form of manufacturing, and other industries that use substantial amounts of machinery and capital inputs. the latter, focused on direct investment, has been the norm for emerging economies, especially in south and southeast asia and china. because developed countries typically focus on the accumulation of capital through ownership, they tend to be the source of income inequality and the drivers of most of the world’s high-income countries, while the major contributors of capital to developing countries tend to be primarily the financial capitals.
